  PROTECTORATE OF EMIGRATION (POE)
 
POE is a formality of the Govt. Of India an falls under the Ministry Of Labor. That is emigration department. While applying for the passport, if the person furnishes proof of any of the following in that case his passport will be stamped ECNR (emigration check not required). The documents are - proof of being a graduate, an income tax payee, professional degree holder like doctor, CA, above 60 yrs and if the person is below 21 yrs and both the parents’ passport is stamped ECNR. If the passenger doesn’t have any of the above proofs in that case, every time he leaves the country, he will have to first get an emigration clearance from the ministry of labor. His passport is the stamped ECR (emigration check required) immaterial of the fact whether the passport is stamped ECR or ECNR, one does not need emigration clearance for travel from India to Europe, North America, Pakistan, and Bangladesh.
